Hi - haven't been traveling much since covid but is the new fare class Economy Basic that doesn't allow any changes even for a fee new?

I travel and book travel a lot for work pre-covid, and don't recall the cheapest option ever restricted changes for fee... they just charged you the change fee ($200) plus fare difference and you go about your day business as usual.

Anyone know if there's a way around the no change policy?
