Have you run the IP address to see if it’s been flagged by Cloudfare more generally as a problem IP address or if it’s an FT-specific flagging? I’ve seen cases where FT seems to be the only site for which Cloudflare puts up a block for some IP addresses that seem generally clear everywhere else with regard to US-based public sites.
