Yes for benefits, no for point accruals, therefore, you shouldn't pick the point welcome bonus ever, even if the other is just a can of coke.

Pretty much all active elite members of Bonvoy and this Flyertalk forum know this. Following is the cut and paste from the T&Cs. Of course, it's always possible that a random hotel, whether in Asia or not, may choose to give a guest some elite benefits even if the member books a Non-Qualifying Rate with an OTA (cue further tiresome off topic posts claiming such elite recognition from an OTA booking) but such things cannot be relied upon or complained about and such price discrepancies are dealt with officially within Bonvoy using the Best Rate Guarantee process if you can get it to work.

[T&C]2.1.f. Non-Qualifying Rates. A “Non-Qualifying Rate” is a rate a Member pays for a Stay in a guest room at a Participating Property which does not qualify to earn Points or Miles, as well as membership tier benefits. Non-Qualifying Rates are those booked using the following methods:

i. The guest room was booked through a tour operator, online travel channel or other third-party channel including, without limitation, expedia.com, hotwire.com, priceline.com, orbitz.com, booking.com, travelocity.com;

AFAIK, Marriott Asia is an exception to this, I haven't seen any Marriott Asia properties rejecting elite benefits through OTA.

Any rates like FHR, which are booked through STARS/Lumin./Virtuso consultant-based platforms. They count as qualifying rates and basically the medium you booked through(FHR in this case) will get 8% of your pre-tax rate as commission with the rest going to the hotel AFAIK.
