It also says "You can apply wallet credits to transportation sales taxes, security fees, and passenger facility charges" so you should be able to use them with awards to pay those fees ...as long as the itinerary is entirely on AS metal.
And note that it's only valid for buying new fares - you cannot use wallet funds to purchase seat selection in Premium Class, or to upfare to a different fare class (like upfaring to N to apply a GGU)
