I have a domestic UA flight out of E. I hear E has construction and must go thru TSA in other terminals. Which terminal is best/closest, and how do I get from there to E? (walk, bus, etc). I see there is a Centurion lounge in D. I also see only C-North has Clear + TSA-precheck lane.

All IAH terminals are connected airside, B-E are walkable, although the fastest way to get from B or the far reaches of C to E may be to take the elevated train. Most UA travelers check in at C; that's what I did the last time I had to check in at IAH and was flying out of E.
