I tried that this morning. It shows me the flight I'm on with Premium Economy and says +550, but when I click it I get the same error I was getting when I did it the other way. I'm starting to get afraid that these really are phantom seats!

This. Generally the "pay to upgrade instantly" are simply the difference between the fare you paid and the current fare for the cabin you want to buy. You can do the same thing, and generally get more benefits by calling reservations and asking for the price to "Upfare to Premium Economy".

I did try asking "what if I had just called and asked to upgrade, without talking about the offer on my booking, how much would that be?" and he told me $5k. Three whole new tickets cost $6k, so I think that was wrong. Though this was on call #2 which was by far the least helpful, so I'll definitely try again!
