Air Canada Bassinet Use

I'm planning a trip from YYZ to HKG with my infant in fall as a lap child. He'll be around 10months by the time of travel.
To use a bassinet, AC requires you to first book the bulk head row seats (typically have charge $50-100 CAD) with no guarantee availability or usage of the bassinets.

There isn't much info beyond the below on their website:
"Bassinets can be used only for infants weighing less than 12 kg (25 lb) who are unable to sit upright."
It seems a bit pricey if we pay for our whole family to be in the bulkhead row with a possibility of using the bassinet. My infant would be below the weight requirement but can maybe sit upright.
But 14hr+ straight with a child on your lap seems a bit tough, a few hours with him sleeping in the bassinet would be amazing...anyone have experience with actually getting the bassinets with AC?
