The post title is inaccurate and a bit emotive - TG will interline bags per extant agreement, and have a great record at BKK of even doing so for some flights on separate tickets as chris63 notes.

Are not the baggage allowance ‘rules’ all related of the Most Significant Carrier (MSC)segment, so the long haul portion? IATA rule 302?

Personally I would not have expected the piece concept baggage allowance for a shorthaul sector (FRA-MLA) to be applied to a longhaul sector (BKK-FRA) that uses the weight concept.

I have not read into the detail of MSC matters, but some resources….
