Why is seat selection on Finnair so inconsistent?

My partner and I have booked LHR-HEL-SIN-HEL-LHR in premium economy. We are on separate PNRs as our outbound travel dates are different but returning on the same flights.

My partner (Oneworld Sapphire)
  • Able to pre-select seats, in economy including bulkhead/exit row seats, at no cost on the LHR-HEL / HEL-LHR legs.
  • HEL-SIN / SIN-HEL - website is charging a fee to select any available seats and an additional fee for the front row seats.
Unless my understanding is incorrect, Oneworld Sapphire should be able to select premium economy seats without paying on the HEL-SIN / SIN-HEL legs?

Myself (Oneworld Ruby)
  • LHR-HEL - able to select seats for a fee, as expected.
  • HEL-SIN / SIN-HEL - able to select seats for a fee, as expected.
  • HEL-LHR - have been pre-assigned a seat for free, without doing anything, 45D in the centre section of the back row of economy. I can change to any of the three seats there 45DEH, but to move to any other seat there is a fee.
I will be Sapphire again in a few weeks, so not intending to pay for any seats. Again, assuming that once Sapphire I should be able to pre-select seats on all these flight at no additional cost?
