Submitted an EC261 request for AF1017 DUB-CDG which was delayed causing me to miss my connecting flight back to the US.

It was denied due to “Air Traffic Control,” yet this was never mentioned during a pre-departure briefing or email (delay was announced via email the evening before), and flights were running out of DUB quite fine at 6AM. ExpertFlyer flight status didn’t show anything.

Is there recourse to appeal?
