It must be money. Somebody, presumably T-Mobile, is paying the network provider (Thales and ViaSat) for the internet service. If the free service extended to tablets and laptops the network provider would have fewer sales to the owners of those devices. It makes sense that a license to provide internet only to phones would cost less than a license to provide internet on any device.
