I was able to add my Hilton number to a third party booking, knowing I won't earn points on room rate for that booking, but perhaps can still earn points on incidentals.
Usually not, according to HH Terms and conditions "Hilton Honors Points (or stay credit) may not be earned (including as a My Way benefit) for or during ineligible stays, including without limitation, folio charges incurred during ineligible stays"
OTA bookings are considered ineligible stays. However, occasionally you may find a property that give HH benefits for an OTA booking, but it is rare in my experience.
