The trigger for most of these issues seems to be adding the card to Apple Pay / Google Pay. I haven't had any issues since I removed the card from my Google Pay wallet.
I used my card for in-person transactions and that was fine, too. I'm guessing the whole issue was
how they verify your device for Apple Pay/Google Pay and that was the only thing restricted in my case. The letters came, I called, verified everything and added the card to my various devices while on the phone. I still wasn't able to get the verification text when setting up Apple Pay on my phone so the representative had to approve it for me. My iPad and Apple Watch went without issue. I've made a few purchases since, and everything has seemed okay. I'll give Citi a chance and keep using my card, but they certainly could give better explanations for what extent your account is restricted and that their weird phone number verification seems to be centered around digital wallets only (at least in my case).
