If I said that Ishiharaso had a 5.0 rating, I was wrong - it's Onyado Kawasemi. In any case....

I provided the link that's for the entire country (it can also be broken down by region, prefecture, etc.) It's all in Japanese, though. Just above the #1 ranking (with the gold crown) there are 5 buttons across the top. The link for food is the second from the left. You'll see that Ishiharaso is #2 in the country for dining experience, with a 4.7/5 rating. YMMV, of course...

Btw - if you're looking to get somewhere within 3 hours, you'll be spoiled for choice. With the Shinkansen (bullet train) and other high-speed rail systems, you can get from Tokyo Station to Sendai (1.5 hours), Kakunodate (in Akita Prefecture), Kanazawa (3 hrs. via the new Hokuriku Shinkansen), anywhere in Gunma, which has awesome ryokans as well as Kusatsu Onsen, Karuizawa, Nagano and a number of other places. Not to mention the typical spots such as Hakone, Izu, Atami, Karuizawa and Nikko. Climate is a factor, so the optimal location will also depend on when you intend to travel to Japan. If it's Summer... head North, or to the mountains.

EDITED TO ADD: Sadly, ryokan-gp.com is no longer. Seems to have gone offline sometime in March.
