Do you have sufficient Avios actually sitting in your QR Privilege Club account, as opposed to sitting in your linked BAEC account? There appears to be an IT glitch with how this has been implemented - in the past I have been able to do straight award flight bookings using BAEC linked Avios, but for Award Upgrades and for cash upgrades (but paying using Avios) I needed to have the full amount of Avios physically sitting in my QRPC. It is possible that's what is happening here?
