It will take time for market forces to bring things back to an equilibrium here. Right now demand is outstripping supply, so "the market" is working on both ends -- increasing the supply (adding and expanding lounges) AND decreasing the demand (tighter access rules and paying for guest access). It will take time to reset to a more "normal" situation, especially with the post-lockdown surge in leisure travel over the last year which should eventually subside.
Increasing supply takes a lot more time than reducing demand.
