This is the problem. You didn't follow the Golden Rule of Eligible Charges, so it should come as no surprise that you didn't get stay credit. I'm afraid that all bets are off.
You could try to call the hotel manager. Explain the situation and ask them to add a bottled water or phone call to your folio retroactively. No guarantees, but it is worth a try.
