Be careful with Uber estimates in heavily trafficked environments. Even where the app charge is "fixed" there are get outs for delays and necessary diversions: and then there are tolls - but i think these are still only EUR1.50 between Lisbon and Cascais.
You were fortunate to be charged only EUR18 between the two hotels: in extremis I've Ubered between the airport and home (Cascais) at well over EUR30. It's an enormous convenience if you are encumbered with bags, and I don't think that's an excessive fare for the journey length, but it might put your expectations in perspective (Oriente is close to the airport).
