It very much depends on the property. There are an annoying number of properties that have a maximum room occupancy limit of 2 or 3, even for suites. Given the age of your kids, if you need extra bedding from the hotel, I would be leery of booking a room that lists maximum occupancy at fewer than 4. But when my kids were that young I travelled with our own travel cot or pack and play and would sometimes squeeze in like that.
