CX officially sanctions parents in front kids in back?

“I ask to be put on the last row of business class and for the children to be seated on the first row of premium economy. Also, ask the airline to block off a spare seat next to the children so they don't end up sitting next to a stranger.” – Candace Wong
Though by now 7 years old, from a business perspective not such a bad suggestion.

Apart from that, it could very well be, the toddler behaves "better", when the parents aren't around, "controlling" the toddler to do, what the toddler doesn't want.
