After 7 months, I finally got my claim paid. I got full compensation for the EU 261 claim plus lodging, meals and ground transport reimbursement for the extra days due to my cancelled flight. I got resolution by submitting a complaint to the US DOT at

My complaint included a detailed description of the issue (including how I had tried to contact TAP and when), flight numbers and dates, ticket number, PNR, receipts and details for all expenses, and my bank details (all the items TAP requires for a claim). It took DOT about 6 weeks to review my complaint and then they forwarded it to TAP. 16 days later I got a reply from TAP (
[email protected]) saying that I would be paid in full within 2 weeks. 10 days later the funds were direct deposited into my account. So if you are based in the US and can't get resolution, consider filing a complaint with the DOT. It seems that TAP listens to them.
