Sorry if I was confusing:
1) PE bulkhead IMO have more useable legroom than the other PE seats.
2) If you want loads of legroom there are a few "infinite" leg room seats in exit rows in economy plus. Even the E+ bulkheads on some planes are pretty good.
3) Shoulder room is an issue in E+/E-, especially on 777 where it's 10 across. Not an issue in PE unless you're quite large (football/crew/athlete shoulders or oversized person)
