1) possibly, Art. 34 says "Eligible charges can vary by hotel brand and location", what is important is that the charges are billed to the member's room
2) definitely not, the cash part is purely used to buy the points that you do not have to make the reward booking (and for this reason a cancelled reward night booking is refunded in points only, no cash, as points purchases are final and irrevocable)
Beware Art. 52, Reward Nights are Non-Qualifying Rates (not to be confused with Free Nights).
Thank you. To provide an update, I completed two stays with free night certificates but where charges for parking and cash/points exceeded $30. The 20,000 points did not post automatically (either need did other points for incidentals that definitely were eligible). I emailed the Ambassador email address and had a few frustrating exchanges where they clearly did not understand the terms (e.g., pointing to t&cs applicable to other promos) and so then I called the diamond CS line. I said about two sentences about what happened, the CS read the email exchanges, put me on hold, apologized and told me I was definitely eligible and that she had awarded the points.
