Sort of. YMMV but I was able to change a very similar ticket I booked last year (and am currently flying) twice. I made the changes very early and had to pay ~200-300 in fare difference total. The trick here is I think most of the lowest priced stuff is in the lowest bucket of business class which can be hard to find to make any changes. This is an issue I'm struggling with at the moment as i'd like to change my last flight and there's no discount biz left.
