Perhaps someone could put a couple of bicycles on each side of the bridge so that pedestrians can borrow them and obey the law crossing the bridge.
In the Stockholm Archipelago they have place with little row boats (instead of bridges) ... and you have to ensure that one boat is left on each side ... which of course people do.
Not sure the same would happen at the Heathrow non pedestrian bridge!
