I looked for it in early December. Using pre-covid reviews with photos I'm fairly certain that I found the location, including a closed door which no longer had any signs indicating a lounge. I walked around the corner where there is a reception of a small hotel (one of the doors from their lobby should lead to where the lounge was) and asked them for the lounge. They did not have a lounge and were fairly certain that no arrivals lounge exists anymore.

So I'd say that it is gone permanently and no longer exists as a non-IB-lounge.
