I've very rarely seen a card, particularly one that's rewards-focused, with an APR below 19.99%. Some credit union cards (including a couple I have) are lower, but usually those are also ones that earn very little in the way of rewards. The tradeoff is usually lower rewards for a lower interest rate.
Taking your information, I checked my Citi AAdvantage cards and found that one of my cards is now at 6.24% and another has risen to 10.84% with a few in between. They used to all be at or below 5%. Not looking to carry a balance, but when a 0% comes along, I will take it and invest it for the period it covers and then pay it off.
