I believe all the commercial agreements are done. There is no way T-Mobile is announcing they are funding free Wi-Fi globally with commercial agreements still to be worked out. I believe it's just an issue of deploying the hardware across the ~100 aircraft that utilize Panasonic.
Are you sure there are hardware changes? I would expect only a software update to add the T-Mobile option to the portal page when a phone browser is detected then do the phone number verification and authorization.
