There's a no pedestrians sign on the bridge. It's been a few years since I've used it but it really is a pointless sign. It's a very short bridge and it's easily to safely walk along that bit.
I don't know if you can get into trouble using the bridge after all pedestrians don't have to do a test so can plead ignorance to the Highway Code
Ignorance of the law is no excuse, so in the (admittedly rather unlikely) event a police officer caught a pedestrian in the prohibited area they could be issued a ticket or prosecuted.
