A MUA can clear into OY anytime until 3 hours before departure, but your GUC can only clear into OY from 24 hours before departure until the airport waitlist is cleared. The overlap of these periods is pretty minimal. I would probably book a MUA and then use a GUC at T-23 if the MUA has not cleared, since the MUA will not transfer to the airport waitlist.
