The answer is "usually" but not always. And this is in no way AS specific. The reason is a combination of fare rules and inventory. Carriers (not just AS) will sometimes release unsold inventory at a discount close to departure. But it's not common. Typically a combination of AP restrictions and inventory will result in higher fares closer in.
