Yes, I haven't had any issues using an American Visa card at ticket offices. If they fixed the issue with charging Suica through Apple, I would probably use Chase Sapphire Reserve for 3x UR (basically the same return as Amex Green, but I can't get the latter because I have been churning Amex too hard recently and am currently in pop-up hell). There are some cards that can get 5% cash back on transit but I believe they all have foreign transaction fees (e.g. US Bank Cash Plus).

If you have an iPhone you don't need to download the app. You can just go into Apple Wallet, add a transit card, and choose Suica or PASMO from there. Then the whole interface will be in English and you can charge through Apple Pay using any compatible credit card, with the caveat that non-Japanese Visa cards don't work.
