I had an issue returning with Hertz at LHR a few years ago. On return the agent noticed a scratch on the underside of the front bumper. He was literally laying on the floor to see it. He told me I had to pay something like £250 as a small damage charge. I protested and he told me the other option was to refuse to pay and Hertz would be in contact for me to pay the full cost of the repair, which could be more than the £250. I just walked out. Never heard from them again.
I encountered something similar with Enterprise in the UK a few years ago. It might be best described as a forensic search of the vehicle's exterior, which took ages and involved flashlights and lots of getting on the ground. I have never seen anything like it. Unsurprisingly, they also found a scratch on the bottom-facing part of the front bumper, which of course was likely there when I collected the car. They charged me a similar amount and I had to dispute it with the credit card company. Needless to say I have avoided Enterprise ever since 🤷♂️
