No there are no arrival lounges in Hong Kong, and as of this point, most of the restaurants and shops on the arrival level are just beginning to open up again. [Remember that Hong Kong had a strict quarantine policy for almost two years with arrival passengers segregated and sent to quarantine hotels! So every restaurants and shops in the arrival level are literally closed.] It will take some times for things to resume again. Hong Kong also faces the same labor shortage issues as the rest of the world, and given the city has just literally opened up less than two months ago, don't expect much especially on arrival level.

Considered that half of the lounges on the departure level remain closed and I don't think "arrival lounges" are high on any airlines or companies agenda in Hong Kong right now.
