To close this out after landing in CAI this morning . The bank before immigration will happily take your USD and turn into EGP as well as selling you a visa sticker. If arriving in T3 there are banks of ATM’s to the left and right just after you enter the arrival hall post customs. You may need to fend off a taxi tout on the way to them.
