I've been to India several times over the last 6 months .. Looks like they have an option to override the fingerprinting process ( at least for OCI ) . They did this to me when it didn't work after multiple attempts in the trip in November

So maybe they are doing this at peak times..
It was not a peak time, we went through immigration at DEL in 10-15 min each time. This was in Dec 2022 (entry, exit) and before that April 2022 (entry). Plus I have been entering and exiting at CCU twice annually for at least 10 years. I have been photographed every time since the cameras were introduced: but never ever fingerprinted.

PS My OCI "card" predates the fingerprint-upon-application requirement, so they don't have anything on file to compare my current fingerprint to.

PPS According to this document from GoI (warning: clicking will download file) I am exempt from fingerprinting because of age, but I did not qualify until last year so that does not explain prior years.
