The Indian counters normally don't capture fingerprints for arriving Indians so the queues should move fast(er).
My (foreigners )queue was fairly close to the Indian queue when I landed at COK last week. The indian counters ( at least at COK ) had fingerprint sensors but as you say its not used.
Can't fault COK immigration foreigners section.. Have plenty of couches for people to sit down while in the queue .
Completely different experience to the nightmare that I had at DEL in November..
