All people with foriegn passports have to be fingerprinted..Its possible that the system may have been offline at the time.

I've been to India several times over the last 6 months .. Looks like they have an option to override the fingerprinting process ( at least for OCI ) . They did this to me when it didn't work after multiple attempts in the trip in November

So maybe they are doing this at peak times..
