At that time of the day you can head to Marina Bay Sands rooftop bar (open till1AM or 4 Am depending on day) - drinks are $$$$$. Try to make a reservation for the restaurant so you can go up without hassle.
From there on you can easily walk by the bay o - Singapore is safe. Sentosa boardwalk is also open 24/7. If you are there on the weekend, you will have more options
