Which says "will be met," which to me seems to imply this is now offered to all customers meeting the conditions. (I don't think we plan to connect to an overseas destination at YYZ until April, but we'll see.)
There is a "subject to availability" disclaimer in the explanation of "eligibility". It says:
*Eligibility: Customers originally booked and ticketed in Air Canada Signature Class (J, C, D, Z or P class) or on Aeroplan Business Class Flexible Reward, arriving from within Canada and connecting via Toronto Pearson International Airport or Vancouver International Airport to Europe, Asia, South America, Australia or New Zealand on an Air Canada-operated flight. Subject to availability.
