I agree with you, this should work better, much better.
Did you maybe have other browser tabs open with the same website ? Did you really clear all cookies (not only the ones presumably CX related, but all) ?
What I suggested, was what I just recently did to book a redemption. And, to my surprise, I managed to get to the end and paid. Before that success, I emailed member@CX for this booking, which is still waiting for a reply (they may have noticed, I resolved this myself, so just ditched my request). Earlier attempts all failed. I used the Brave browser.
