That does seems odd that you can't use UGs when there are load of F award seats. I had some orphan AsiaMiles from Covid-cancelled F flights and I just booked LAX-HKG-BKK and back in First at 120K each way. 2F seats per flight award availability from/to LAX is very good right now.
