No runway is "swept clean" after every take off afaik. Merely inspected (at very best). If the CO's losing pieces can be proven to be the direct result of neglected/poor maintenance legal action is in order.
As for the americans to blame it always on the french, well we've been here before and we've made up our mind about it.
