No. There used to be a Cathay Arrivals Lounge that one could use, but it was closed some time ago. Your best option is probably to use the Plaza Premium Lounge on arrival which is below the Airport Express. Possibly free if you have a Priority Pass card, otherwise can pay cash. Useful for a short rest and washing, but food provision pretty dire. Luggage can be left afterwards at the nearby Baggage Storage while you head off into town.
