I'm experience more and more frequently that there is no one there when returning a car.
Recently when I flagged someone down, they told me that there is license plate recognition when entering and the car has electronics which transmits the mileage and fuel level. He was able to show me that this handheld had mileage on my vehicle without having to check it.
That is the direction things are headed. I suppose that also means they should be able to notify you that it's not their car!
