The handling fee of 15% seems standard for even simple requests like booking train tickets and sending packages out. We were charged 15% by both the FS Otemachi and Aman Tokyo. Shocking tbh - I would've expected at a maximum a flat booking fee of 500 or 1,000 Yen per ticket / package sent instead of charging 15% on the value of the ticket / EMS postage.
