While this particular "experiment" might be funded federally, there is a growing sentiment in many places to make public transit "free" meaning no fare collection. Part of the reason is to encourage use, but another part is to rationalize the layers of bureaucracy in places like NYC and probably also a method to transfer the future debts of these organizations to larger audiences (state of NY being larger than the city of NY being larger than the community of straphangers who use the MTA).
