Edit: Thinking about it now, the Vietnamese restaurant at SEA seemed to allow takeout, but that place wasn't a regular sit-down type of restaurant; if you decided to eat there, they would call out your number for you to come pick up your food and they also had refrigerators with pre-packaged meals, snacks etc. So I guess my question is aimed specifically at traditional sit-down establishments where someone comes to take your order, brings out your food etc.
My experience at SFO (and elsewhere) is that most allow take out, but still expect a tip. Remember: in America restaurant staff compensation depends on gratuities even though it seems not right at airport/stadium locations that charge big premiums.
