As detailed above, it’s entirely dependent on whether the charter company has paid for this. It’s very clear in the lounge access guide that the default for charters is no lounge. The only exception would be a Prem cardholder, under the ‘any airline’ access rule.
I've a sneaky feeling that it is more likely the lounge agent "seeing the bigger picture" here. They are more BA than BA, some of the staff, which isn't surprising since BA was their original employer.
