Which is why the manager (or maybe a housekeeping supervisor) should have the ability to override the deadbolt. But it's unnecessary, unsafe, and bad guest relations for entry-level housekeeping staff to have master keys that override deadbolts and to use them as a matter of regular course prior to check-out time (if the deadbolt is locked, someone's in the room and wants privacy, so why on earth is it a good idea to override it at 8am in the morning?). And that's the point I was trying to make in my OP.
